Director-Representative of CAF – Development Bank of Latin America in the Argentine Republic.
Mr. Rugeles is the Head of the CAF Mission in Argentina, guiding the Institution’s relations with the Argentine Government, as well as with the private sector and various sectors of society.
He previously held the position of Corporate Secretary of CAF, where he was responsible for the Institution’s Bodies (Board of Directors, Shareholders’ Assembly, Executive Committee, Audit Committee) and for CAF’s External Relations, mainly focusing on global strategic partnerships with government actors, universities, think- tanks, foundations and journals.
He has also served as Chief of Staff at the Ministry of Foreign Affairs of Colombia, Head of the Private Office of the Secretary-General of the Andean Community, Deputy Director for Latin America and the Caribbean at the Ministry of Foreign Affairs, and First Secretary at Colombia’s Embassy in the Netherlands, among other positions.
He graduated in Political Science with a major in economics and Latin American studies from Universidad de los Andes (Bogota, Colombia). He holds a Master’s degree in International Political Economy from the London School of Economics (LSE), United Kingdom. Furthermore, he has pursued various advanced courses in international relations, political science, negotiation and dispute settlement at the London School of Economics, Georgetown University, the Netherlands Institute of International Relations (Clingendal), the Graduate Institute of International Studies (HEI) – Graduate Institute for Development Studies (IUED), the Organization of American States (OAS) and the Foundation for Social Studies and Analysis (FAES).
He was a member of the Editorial Committee of "Millennium: Journal of International Studies", published by the LSE, and he has participated in courses on Colombian foreign policy and international relations.see all Speakers
